1. i would say streamline.net, if youre just looking for basic HTML/XML hosting, its very very cheap and even comes free with quite a bit of space if you register a domain name, if youre looking to run PHP/SQL/ any other more sophisticated webapps you should probably look at Eukhost.com, as they give great value for money and have 24/7 online and free phone support, both are good but depends on the complexity of the website.
